Special-education primer

We frequently receive questions concerning the financial aspects of special education. In September, 2008, the Massachusetts Department of Revenue’s Division of Local Services included a primer on the financial aspects of special education in its City and Town publication. The story goes through the legal requirements surrounding special education funding, sources for funding, the circuit breaker program, local fiscal responsibility, and special-education transportation. It includes a wealth of information on these topics and provides answers to most of the frequently asked questions in this area. The article also serves as good background for citizens who may wonder what our special-education services are all about.

MASS, originated in 1973, and is the only statewide organization dedicated to the unique professional and advocacy concerns of school superintendents and assistant superintendents.
